Roles and Responsibilities

● Review and provide assistance in the preparation and execution of all legal agreements and contracts requested by various divisions within the organization.
● Build and maintain a robust legal framework by standardizing agreement types and Service Level Agreements (SLAs) for each agreement category.
● Lead and diligently follow up on projects related to legal and compliance matters, as well as other projects assigned by management.
● Circulate and provide clear summaries of new and updated regulations to relevant divisions, ensuring organization-wide awareness and understanding.
● Create and implement a comprehensive compliance system to track and monitor items that are not in compliance with internal policies and external regulations, ensuring timely remediation.
● Conduct training sessions, refresher courses, and workshops on relevant regulations to enhance employee understanding and ensure adherence.
● Act as a point of contact and proactively seek support and guidance from relevant external entities such as DMC, MPTC, TRC, or other pertinent organizations.

Requirements

● Bachelor's degree in Law is essential. A Master's degree in Law or a related field is preferred.
● Minimum 5 years of demonstrable experience in legal and compliance roles, preferably within the telecommunications industry in Cambodia.
● Strong understanding of Cambodian legal and regulatory frameworks, particularly those governing the telecommunications sector.
● Familiarity with international best practices in compliance and corporate governance, adapted for the Cambodian context.
● In-depth knowledge of Cambodian contract law, telecommunications law, commercial law, and other relevant legislation.
● Excellent skills in drafting, reviewing, and negotiating a wide range of commercial and legal agreements under Cambodian law.
● Proven ability to interpret and apply complex legal and regulatory requirements within the Cambodian context.
● Ability to effectively lead and manage legal and compliance projects, ensuring timely completion and adherence to objectives.
● Exceptional written and verbal communication skills in both Khmer and English, with the ability to convey complex legal and compliance information clearly and concisely to diverse audiences
● Strong analytical skills to assess legal and compliance risks and develop effective solutions within the Cambodian context.
● Fluency in both written and spoken Khmer and English is essential for effective communication and interaction with local authorities and internal
● Understanding of the Cambodian telecommunications market, its key players, and the specific regulatory challenges and opportunities within this sector.
